About
Phil is the Head of Futures in Defra’s Chief Scientist Office (CSAO), leading Government foresight on critical environmental systems. Phil leads critical analysis of the sociotechnical future imaginaries put forward, considers more-than-human perspectives and integrated systems theory to understand change. A researcher in cognitive phenomenology, Phil’s work centres on how the futures, and temporality more broadly, manifests in our experience of decision. Working with leading academics and innovators, Phil is constantly operating on the forward edge of futures practice. Former Royal Marine and current Army Reservist, Phil provides strategic foresight in operational comms planning.
